The old fiscal conventions that have shaped the euro area for two decades no longer work in a low growth, low interest rates, and low inflation world, according to economist Angel Ubide, who argues in favour of a new policy mix. He says debt and deficit rules are obsolete to the extent that they have become objectives – not instruments to channel policy in a new macro environment.
